You need to enter your SSA-1099 here:

Federal > Wages and Income > Retirment > Social Security.  It will then transfer to State if applicable.  (Many states do not tax Soc Sec benefits.)

As long as you enter your Social Security income into your federal tax return, it flows into the state return automatically.

This is how to enter your Social Security benefits into TurboTax.:

  1. Select Federal from the left side menu.
  2. Select Deductions and Credits toward the upper left.
  3. Expand the list and scroll down to Retirement and Investments.
  4. Expand the section and click Start to the right of Social Security (SSA-1099, RRB-1099).
  5. Answer the first question Yes.
  6. Select Social Security benefits (Form SSA-1099) on the next screen.
  7. Enter the information from your 1099-SSA.

If this doesn't answer your question, please clarify by providing the name of your state and more details about what you are experiencing.
