You are in Ohio. OH has city tax and school district tax. You live in Columbus which is NOT subject to a school district tax. You want to delete or exclude that school district return. Go back through OH and exclude the return. You do not want or need. If necessary, see How to Delete.
See The Finder - School District Income Tax - Ohio.gov for more.

Go into Tax Tools (left menu bar), then Tools, then Delete form. If you delete the SD 100, the error will go away.
Or
Try this: when asked for a different SD #, enter any taxing district (e.g. 2305) . That should get you a screen that gives you the choice to include or exclude the SD return. Click exclude.
