My two state returns are complete and ready to e-file, but I can't get to that point without being required to save the file, and it stalls in that step, showing a blank box. If I cancel that block, TTax says my payment didn't go through. However, there was never any dialog about paying for the state e-files.  One return had a payment rather than a refund, but it's not clear which payment didn't go through, or whether that error statement is correct in any way. So, I'm stuck there.

First I would suggest clearing your browser's cache and deleting cookies; if the issue still persists, try using a different browser altogether. Not sure which Turbo Tax version you are using however all but the Free Edition and Turbo Tax Live Basic have an additional charge for state filings.

Sorry, I should have indicated the app version: TurboTax Deluxe 2020, so not a browser at all.

I am aware of the need to pay for state e-files, and that is fine, but it was giving me no option to arrange for payment. The last page I was seeing was the page showing the e-file prices, but it needed to save the return before leaving that page, even if the return had just been opened. That's when it would go to a blank screen.

 

But, now I have updated the program and it is even worse. I have already filed my federal return and received the refund.  On the "Fine a Return" page, it states at the bottom of the page, "The following return has been transmitted - Federal Return."  For the two states appearing above that are both checked for "E-file my state return now."  But now when I click "Continue," it says "E-file requires federal return. To e-file, you must also select the federal return. Click Back..."  So, I'm stymied, because there is no way to select the federal return on that page. I can't even get to the page that shows the e-file prices. I have tried selecting one state at a time for e-file, but it still demands that I select federal. So I'm stuck here until there is a fix.

FYI, I have used TurboTax for years now, e-filing both federal and state (and paying for it). I have never filed two state returns in the same year.

TurboTax is investigating the issue with not being able to e-file the state after e-filing the federal.  Here is an updated article:

I updated Turbotax Deluxe today and attempted to e-file my state returns. The behavior now is exactly as it was before the prior update:  I get all the way to the screen that shows the states and how much the e-files will cost, but then it asks to save the return and it stalls in that step, displaying a blank screen until it is manually dismissed (by the x in the upper right corner). After the blank screen is dismissed, Turbotax says "Your payment didn't go through." As I've said, I'd be happy to pay, but it isn't really giving me the opportunity to arrange payment. I recall from past years a final step where it asks verification of payment information and permission to charge, but that's not happening here.

This is a bug, not a feature.

No need. Alas, all it took was turning off VPN. Who knows why. It eventually occurred to me to try without it.
