Refund fee of failing state tax return e-file

Hello,

I live in CA and last Friday I sent e-file of federal and state tax return.

The federal return was accepted quickly, but state one was rejected.

I tired 4 times and eventually rejected.

Based on the recommendation of the community I print out and send today.

For the e-file of state tax return I paid for $25, but I couldn't e-file.

How can I refund e-file fee for state tax return?

I called the number you informed, but the phone doesn't connect to the person.

It only say just sending link page,  but I didn't receive any link page after one hour.
