until 4/16 just before midnight Hawaii did not exempt UC from taxation.  at about that time the law changed to exempt it. TurboTax needs time to update its software to reflect this.

According to the reference you provided, the last action on this bill was a referral to committee on March 12.  Can you provide a reference showing that the bill has been signed into law?  

 

The Hawaii tax website also describes the legislation as still pending.  See "Adoption of Federal Tax Provisions" in this reference:
