This is my third year filing with TurboTax and for the first time I’ve been prompted to mail my NYS return. Is this because I need to supplement a 1099-G? Is there no way to electronically upload and file this with TurboTax?
TurboTax has generated the necessary forms to file; do I also need to submit a long-form copy of my federal return, or is the federal income summary generated sufficient? If I do need to furnish the state with the long-form and have e-filed federal taxes with TurboTax, where would I find a copy of this?
Thank you!

New York doesn't allow e-file if you have local withholding on a 1099-G form, if that is the case, that could be the problem. Normally you can e-file with a 1099-G form in NY.
Your tax return may contain an error that is preventing you from e-filing, or you may have a form that is not yet approved for e-file.
If you want to try and e-file your state one more time, here is how to do it:
If you get an error message you don't understand, post your error message in Community and we will help you.
When you print your state return for filing, the parts of the federal return that you need to attach will print as well.
