The "income earned while you were not a resident of Pennsylvania", input screen is where you would enter nonresident income. This input screen would apply to you if you earned income in the state of Pennsylvania, while you lived in another state.

My employer reported a portion of my income as being earned in another state than the one I reside in. I have never lived in that state. What do I do?
