what does this mean?????? Is it because I am filing it wrong? This has never popped up for me before previous years and I always tried to do taxes ASAP

You are not filing wrong. Not all of the California states forms are available yet to file. You must have one of those forms in your return, you will need to wait until the forms becomes available (shows now by 1/30/2020), once they become available you can go back and file your return.

If there are forms in your return that are not available than your State return most likely did not go through the file section, if it did than it should get rejected because of missing information. If it gets rejected or it didn't go through, than just wait for the forms to become available & then file your State return.
If somehow the State return went through & it gets accepted, then you can amend your return to add the missing information once the amendment forms are available.
Turbo Tax should notify California filers that they should wait to file until the forms are available so that they can avoid refiling. Put that in the notification box.
Turbotax business says CA form 565 not ready yet. However CA state website has "fillin 2019 form 565 available NOW! Feb 6, 2020. Please get you act together or send me a refund for $49.95 I paid for from 565 software! Have been a user of TurboTax Business for over 25 years. This may be my last as it is essentially impossible to get a TTax rep on the phone of by email to answer questions.

For those who file paper returns, you'll typically have to wait two to three months from the date you mail your return in order to receive your refund.
