It depends upon your situation. If you did not have enough withheld in state taxes or if you had just enough withheld to cover your state taxes, it is possible.

PA has a single, flat rate income tax; and very few deductions/credits.
Thus, if your income is almost solely from wages, the amount you had withheld is usually equal to the taxes due.
It would be very unusual, but it can happen. It can also happen if you applied your refund to next year's taxes.
