Resident of Ohio with Indiana Unemployment

I am a resident of Ohio but worked in Indiana and also received unemployment compensation from Indiana.  I opted for taxes to be with-held and they with-held Indiana state tax and Locality 49 (which is not where I worked).

When filing this year, turbo tax opted to file the IT-40RNR (which is the form I normally file) but didn't count these taxes being taken out because they do not count unemployment.  They also didn't count on my Ohio state taxes.  Do I need to file a different form to get that money back that was taken out?

Yes.  You need to file the standard Indiana Nonresident Return (IT-40PNR).  Although your unemployment is not taxable to Indiana, Indiana requires you to use the standard Nonresident form instead of the Reciprocal Nonresident Form in order to claim the withholdings from unemployment.

If I already filed the IT40 RNR, can I still file the IT40 PNR but only with the unemployment earnings or would I need to do an amendment?

I think you should wait and see what IN does with your first filing.  They will most likely tell you if you need to refile something.
