On the OR-STI (Oregon Statewide Transit Tax), line 4 mentioned "Enter payments you made prior to the filing of this return". What does that mean?

I don't know what "payments" is referring to while I'm filing this return. It doesn't make sense at all.

On the OR-STI (Oregon Statewide Transit Tax), line 4 mentioned "Enter payments you made prior to the filing of this return". What does that mean?

The Oregon Statewide Transit Individual Tax is a one-tenth of one percent tax statewide transit tax that is withheld by employers on all residents and on nonresidents who perform services in Oregon.

 

Line 4 of Form OR-STI asks you to include any statewide transit tax payments your made prior to filing your state income tax return. These are payments you made for the transit tax only. Do not include withholding or payments you made for any other taxes.
