The standard deduction for New York is higher than the federal standard deduction, and your New York itemized deductions are probably less than your federal itemized deductions because some things that are deductible on the federal return are not deductible on the New York return, most notably state income tax. So it's quite possible that your federal itemized deductions are higher than the federal standard deduction, but your New York itemized deductions are lower than the New York standard deduction. In that case, TurboTax will use the standard deduction on your New York return because you pay less tax that way.

My primary itemized deduction is mortgage interest. The amount deductible on Federal return is greater than the federal and NY standard deduction, but TT is defaulting to the standard deduction on my NYS return. Is there a limitation on mortgage interest for NY, based on income earned? I don't believe so. this is for 2021.
There seems to be a glitch in the TT software for NYS resident returns.

New York's tax law limits itemized deductions of upper income taxpayers through a percentage reduction:
Deduction Limitations:
So if you're seeing your NY state deduction using standard it may be because your itemized federal deductions were limitted.
