Turbo Tax does know what you filed and was expected for a state return. It makes sense that Turbo Tax would use that number.
Unfortunately, life frequently does not work that way. Somebody owes child support, school loan, or other things and refunds get taken.
Also, you could have been audited and the state changed the return.
You may have started a business and made extra payments. There are just so many things that can change through the year.
Turbo Tax wants to make sure your return is accurate for you.
Ok makes sense! None of those things applied to me so I just entered into "payments" my total state taxes withheld plus my refundable credits. Was this correct?

You should only have to enter the state tax withheld once, in the W2 state tax section.
1099G for 2017? All the forms should be marked tax year 2019, but would be due to the 2018 tax refund.
1099G is money given to you, refund, unemployment, gambling, etc
I recommend you review your tax forms both inside and outside the program.
If you have already paid, go to print your return. It will pull up the forms for you to view on your screen, you do not have to print them.
Inside the program:
*Go into your return
*Click on Tax Tools
*Click on Tools
*Click on Preview my return
*Click on your state return on the left
If there is still something wrong, you may want to contact a specialist that can work through that section of the return with you .
