I don't understand what my answer is for #3 on my I9 form. I don't understand the choices and none of them seem to apply to me.

What is #3 asking you on your I9 form?

If it is the I-9, Employment Eligibility Verification form and you are in Section 1, then you have 4 choices on your status -

1. A citizen of the United States
2. A noncitizen national of the United States
3. A lawful permanent resident
4. An alien authorized to work
