During 2019, I sold an inherited house in PA for a loss. I am a non resident. Why is the PA Schedule D also picking up Federal Capital Gains due to intangible sales within an inherited IRA in addition to loss on sale of house?

When you go through the non-resident PA, it allows you to allocate income. Please go back through the PA and mark the non PA income as such. Since those are on the same screen, you will have to separate out that portion. I am sorry for your loss.
