A tax return can only be filed once and when it has been accepted by the IRS another tax return with the same name and Social Security number as on the original return cannot be e-filed.

What is the status of the federal  and state tax returns you originally filed?  Sign onto your TurboTax online account and the status will be displayed - https://myturbotax.intuit.com/

Problem I am having is that I tried to file my Fed taxes through the free tax web site. When done I did not get acknowledgment they received my filing or that it was accepted. I checked the web site a week later and it did not show I had filed any 2019 taxes yet so I purchased Turbo tax to file both state and Fed. When my taxes were submitted by turbo tax the Fed rejected it because they said they already had a return filed. Apparently they really did receive my taxes successfully.   Now the state has also rejected my tax filing because the fed was rejected. My question - if my fed was filed successfully can turbo tax just efile my state again and not the fed? Will the state accept it then? I don't really know how to fix this.

No, you will not be able to e-file the state tax return since the federal tax return is not being e-filed with the software you are currently using.  The state tax return can only be printed and mailed.

See this TurboTax support FAQ for printing a tax return for mailing - https://ttlc.intuit.com/community/printing/help/how-do-i-print-and-mail-my-return-in-turbotax-online...
