Do I have to file a state tax return for VA if I got PUA money from them while living in MD?
If not, does that get included on my MD tax return? If so, will I pay state tax on that unemployment money? I know VA doesn't tax unemployment income, but MD does.

No - You do not have to file a VA state tax return if your only VA income is from unemployment benefits.
Your unemployment compensation is taxable on the federal return. It is also taxable on your MD return because it is included in your federal adjusted gross income, which MD uses to calculate state tax.
