PTET impact on California Estimated Taxes

I am a California taxpayer and my PTET credit (line 43 of CA form 540) was sufficient to bring my tax due to zero.   When calculating my 2025 estimated tax payments, TurboTax is saying I do not need to make any payments as my 2024 tax was zero (so the 110% safe harbor payment is 110% of 0).   I just want to be sure that  California does not look at the tax liability before credits when determining tax liability for estimated tax payment purposes (in other words, should I be using 110% of the amount on line 35 of my form 540, my total taxes before special credits (such as PTET) to calculate my 2025 safe harbor estimated tax payment)?
