You do not have to file a Pennsylvania income tax return if you left the Keystone State permanently in 2020. Having a PA driver’s license does not make you a PA resident.
If you are temporarily out of the country but are filing a full-year resident return, choose PA nonresident on the screen “What county did you live in?”
You will not be asked the county question if you are filing a non-resident PA return.

PA also has local tax. I will assume that I am not obligated to file for local tax as well since I ma no longer owned or live in any county?
Yes, you are correct that you do not need to file a local tax return for Pennsylvania since you no longer live there.
