I am a college student, permanent residence is IL where I go to school and my parents live.  I did a 3 month summer internship in the state of WA.  Do I have to file a WA tax return and would I say that I lived in another state on my IL tax return?

No. WA doesn't have an income tax. 

For tax purposes, you did not live in another state. That was only a temporary absence from your state of residence.

Also answer no, when asked if you worked in another state, per the instructions on that screen for states w/o an income tax.
