TT said I had a $3 Oregon refund coming, at the start of doing the federal return.
When I went to do the Oregon tax part, it said I had a $944 Kicker coming to me.
Then, at the end of doing the OR state return, TT said I had a $3 refund coming to me.
No change.
What happened?

The amount you see for your refund is just an estimate until you complete the entire state interview section.
As you answer questions or go through each screen, your refund amount may have changed based upon an answer.
You always have the option of going through the state interview section again and confirming the answers to your questions to confirm the ending refund amount is updated accordingly.
That does not answer my question.
The state refund at the end of the process was still $3.

I'm sorry, I misunderstood your question.
You need to go back into your Oregon state return interview section.
You should see the following screens along the way and you will need to answer those questions.
If you did not file an Oregon return in 2018, you will not be entitled to the Kicker credit.
You will need to enter the information from your 2018 return on the screen below:
Once you enter the information above, you should see the following screen telling you if you received a Kicker credit or not.
