On the Maryland tax return, it says to fix this: "Enter tax liability from 2016 Form 502, line 34, or Form 505, line 37." Do I enter just what I owed Maryland for 2016?

Maybe, but probably not.  The amount that you owed Maryland last year was your total tax liability less the amount of tax you paid (withheld on a W-2 or 1099) in 2016.

If you didn't pay any Maryland tax during 2016 through withholding, your liability and what you owed were probably the same amount.  However, if you had Maryland state withholding on a W-2 or 1099, these numbers will not be the same.  Your total 2016 liability in this case is the amount(s) withheld + what you owed and paid at year end.

TurboTax is asking you for your state income tax liability in 2016 which is on the line numbers referenced above.  Look at last year's state return to verify the amounts you should enter here.  This is asked to determine the taxability of your state tax received you received in 2017.  If you don't enter the correct information, you may pay more tax than is necessary.
