NYC Form 1127 for 2021

I have completed my tax return but this for for NYC non resident Employees says DO NOT FILE on it. IS that because Turbo Tax does not have the FINAL version of the form yet? IS NYC not finished putting out the 2021 version of their NYC Form 1127?

The form is available now. I just finished filing, I do have a question. Does the 1127 Statement you received has box 14 empty and the amount withheld under sec. 1127 is on box 25? Intuit is not reading this information correctly and filled out the 1127 wrong. I am curious to know if I am the only one with this issue, or if there is a way to solve through TurboTax
