NY State return

I received a letter from NYS Tax and Finance stating that I owed $2014 for unpaid taxes. Line 75 of IT-201 was filled out saying that I had already paid the state estimated taxes. I didn't realize this until I was about to submit my return and Turbo tax asked me what state I paid my taxes to. I put NY in and my taxes went down to $3724.00 that I owed. My question is, who filled in that line to begin with. I was never prompted for it. I was prepared to pay the NY State $5738, but only paid $3724 and am now penalized. I called them and they explained my mistake, but I am now questioning Turbo Tax as to why this happened. They are forgiving my penalty and late fee, so all is good. Just wondering what happened. Thank you

    Did you have a NY refund the year before ?   If so you may have accidentally indicated that you applied that refunded amount to the next tax year so the amount was applied to the return incorrectly.

    It was the exact amount of what I got back from NY in 2018. Now, I wonder how it got entered into line 75 on 2019 return. Did Turbo tax ask for it? I don't see anywhere that it may have made me enter it. Thanks for your quick reply.
