Not able to e-file my SC return

I e-filed my federal return in February and have received my federal refund already, so I know there were no problems with that.  However now I want to e-file my South Carolina return on which I owe, but I'm being told by Turbotax that I cannot do it because I need to e-file my federal.   Am I able to e-file my SC return or will I have to mail it?

    You can e-file the SC after your federal return is accepted.

    As I mentioned in my original question, I did already file my federal return, it has been processed, and I have received my refund.  But now I'm not able to e-file my SC return.  So still wondering why not since I have already filed my federal return, successfully.
