@bellliberty so after speaking with TurboTax there seems to be no solution. The IT-229 form does complete and the credit is detailed on IT-229. The issue seems to be that the credit is detailed on line 12 of IT-201-ATT before moving to line 71 of IT-201. TurboTax is not supporting IT-201-ATT therefore the credit does not reach the final return.

I have calculated a credit on NYS IT 229. It's asking the correct questions but not carrying forward the applicable credit to the NYS Form IT 201- ATT (Other Tax Credits and Taxes) Line 12. Reference with CODE 229. To correct this, I opened up form IT 201 ATT and went to line 12 and started to enter the code at which point The NYS calculation worksheet brought forth the relevant credit. To NYS IT 201 ATT and adjusted my NY IT201 accordingly.
I can only assume that Turbo Tax (intuit has not finished updating this) I wonder how many forms will be filled out incorrectly until this is resolved.

Yes,I managed to get it fixed today as well. I was able to bring in IT-201-ATT by entering zero for solar credits and then removing it again at the end of my taxes.
