My Sub 1099- MISC Form 2018 from my royalties company has North Dakota withholding money. DO I have to file with ND and the state I live in?

Is my gross income just for Wisconsin? On my 1099 Misc I only made $2000 and paid state with holding for ND of $55 I should file in ND and WI or can I just tell WI I paid ND $55?
