My employer is in Cleveland and withholds Cleveland Income tax out of my pay. I live in Utah in a city that doesn’t have city tax (working remotely). Do I owe taxes to Cleveland and how do I file the tax return to get withheld taxes back?

Since you do not physically work in Cleveland, you are not subject to Cleveland City Tax. You employer should not be withholding City tax.
You will have to file a City return to get a refund. Cleveland uses a regional collection agency (CCA) to administer income tax. If you have bought Ohio software (and you shouldn't, unless your employer is withholding state tax too), you can do a CCA return in TurboTax.
But, I actually find it easier to fill out a city return by hand or at the CCA web site, than to use TT. Things don't happen automatically and you need to know what you’re doing. The actual CCA forms are easier to follow than the TT interview.
