I had an under payment penalty on my Minnesota Tax return. Used standard penalty calculation. Turbo tax will not allow me to efile my return.

Your ability to e-file a tax return is determined by the state and federal government. If you can't e-file your return in Minnesota, it is because of parameters set up by the state. TurboTax has no control over this.
