Local taxes while living in OH and working for a PA employer

Hi! I lived in a RITA municipality in Ohio January-September 2024 and worked for an employer based in PA January-August 2024. My employer withheld PA state and local taxes. Ohio and Pennsylvania have a reciprocity agreement so I was able to get a credit for my Ohio state taxes. How does it work with local taxes? Do I need to pay both PA local taxes and RITA (Ohio) local taxes? Or does the PA-OH agreement apply to local taxes too? And if so, how can I get this credit/which local taxes should I be paying?

Q. Does the PA-OH agreement apply to local taxes too?

A.  No.

 

Q. How does it work with local taxes?

A. The PA city is allowed to withhold for the city you work in (your employer is required to do that). You cannot get that refunded.  But, you do not need to file a PA city tax return. 

 

Q. Do I need to pay both PA local taxes and RITA (Ohio) local taxes?

A. Yes.  But  your Ohio home city MAY allow a credit, or partial credit, on your RITA return, for the tax paid to the PA city.
