I live in Toledo, Ohio but my workplace is in Detroit, Michigan. I am paying Detroit city taxes. Do I also have to pay Toledo taxes even though I earned my income in Michigan?

Yes, you are required to pay the difference between the city tax rate that you paid and the Toledo 2.5% rate- so since the City of Detroit income tax rate for nonresidents is 1.2%, you must pay 1.3% to Toledo. See Pay Your Income Taxes - City of Toledo for more information.
You normally only have to file a return in the city you live in. It is not necessary to file one in the city you work in, if different. Your employer will remit withholding to the city you work in, but you do not file a return unless you're claiming a refund or your employer didn't withhold enough ( both highly unusual). The city you live in will allow a credit or partial credit for the withheld tax you paid to the work location city.
