No, the credit is not related to withholding. Ohio offers a joint filing credit of 5-20% of your tax on OH sch of credits line 11. The percentage varies based on your income. This credit has a limit of $650. For full details, see Joint Filing Credit.
The Joint Filing Credit (JFC) is a non refundable Credit. It can only be used to reduce your tax liability. TurboTax adjusts the JFC (line 11 of the Ohio Schedule of Credits) for this fact. That's why you are only seeing $5.
@AmyC FYI, I verified this by doing a practice return (desktop Deluxe). This was actually "news to me". But I don't see where TT produces a worksheet to show the calculation.
