It nrc form for part year resident moving to Ohio from west virginia

My husband has worked at the same company all year which is in Ohio.  We  still lives in wv 3 months out of the year so we paid taxes to wv before his employer switched it over to having Ohio take taxes out. Now it seems we’re in a mess trying to figure taxes out. Trying to figure out the it nrc form to figure out line 18 which is “non Ohio Agi”... I feel like this is the amount I made while still living in wv that they taxed, but filling out the form which I could be doing wrong I come up with 0 for line 18.  So not sure what to do here as one has me owing taxes for Ohio and another has me getting a refund.

The reciprocal agreement does not apply to part year residents. You should not be using line 12, Schedule A. You will have to allocate your income between both states. 

 

  All your wages, for 2019, are taxable by Ohio and must be allocated to OH, since they were all earned there. . The wages before  moving are also allocated to WV.  OH will then give you a credit, or partial credit, for the WV tax paid on wages paid before the move.

It keeps telling me that I still need to file two tax returns, one for wv and one for Ohio.. does it make sense that I would receive a refund form wv (not much of one) then owe a refund to Ohio. ( which cancels out all my wv refund) ?

@Hal_Al  I was also given two different w2s one that had wv taxes taken out and one that has Ohio.

Yes, you need to file both  WV and OH returns.

Yes, receiving a refund form WV and owing Ohio is not unusual.

 Two different w2s is also not unusual.  It makes  the calculations easier for TurboTax (TT).  Just make sure there is no duplication of income, when you enter the info at the W-2 screen in TT.

@Hal_Al  so when trying to calculate the credit for tax paid to other state I should put 0 right? Bc it says I should not include taxes paid on wages you earned from working in wv,  but to instead file a return with the other state.  Although the work was in Ohio all year it was taxed to wv bc that was our resident at the time. Just trying to decide if the number should be 0 or 20k earned while living in wv.

Where it says you should not include taxes paid on wages you earned from working in wv, that  does not apply to you. That is only for full year WV residents. 

 

The fact that you got a refund from WV is not relevant. The relevant numbers are the tax you paid to WV (line 8 of WV form IT-140) and the income WV taxed (line 24 of WV Schedule A; apparently 20K). So, you enter $20K, not 0, for income taxed by WV.
