Do I need to file a NY tax return for full time NJ student earning less than $3000 during internship? $11 was deducted for her NJ state tax and $30 from her NY state tax.

It depends.  If she does not have a filing requirement in NY or NJ (because she did not earn enough income in the year to have to file), she does not have to file.  However, she may want to file to get the taxes back (and perhaps additional credits that the states allow).  If $3000 was her total income for the year, I'm confident that she is not required to file.  If she did have additional income, however, she may have a requirement.  This webpages considers who must file a NY return:  https://www.tax.ny.gov/pit/file/nonresidents.htm.
