Generally:
#1) You must have filed your VA tax return by 1 July of 2019. IF you have not filed yet, then it's too late.
#2) The refund can not be greater than your tax liability to VA for 2018. So if your calculated tax on the VA Form 760 is less than 110 (220 MFJ) , then the additional refund can not be greater than that tax. (No, I don't know if they use line 17 of the Form 760, or line 19).

Ahhh exception noted by the article Critter posted above:
"However, you are not eligible if your entire tax liability is paid by a state tax credit, such as credits on earned income, historic rehabilitation and land preservation. You must have paid at least the amount of the refund, either $110 for an individual taxpayer or $220 for a married couple."
