If NY State return filing is delayed waiting for some tax forms that I do not recognize. IT-196 (some kind of residential deduction) and IT-558 (decoupling from IRC)?

You cannot e-file NY now anyhow. The IRS is not accepting federal returns until February 12, 2021. A state return cannot be accepted until the federal return has been accepted by the IRS.
