My mistake, sorry.  Nevertheless, CA employers are not required to withhold on W2 wages earned outside California.  See page 16 of this reference:

2022 California Employer's Guide (DE 44 Rev. 48 (1-22)) 

 

And page 3 of this reference:

If all your income will be earned outside CA, with no CA withholding required, then it seems there is no reason for you to submit a DE 4.   As you said, there is no way to complete a DE 4 that conforms to your situation. Nor can I find an appropriate alternative form.  Not much help, but I can only suggest that you talk to your payroll department.

Thanks Tom.  That form is now required, but I'm definitely trying to follow up with payroll to make sure no withholdings.  Again, thanks for your input.

If my LLC is based in Texas and I charge for weekend camps in California for customers from all over the country, do I have to pay California taxes?

Yes, if the income is sourced (earned) in California, you may need to file a California state tax return for your LLC. Read more here: California FTB - LLCs.
