WV and VA have what is called a state reciprocal agreement. This allows nonresidents to not have nonresident state withholding taxes taken out for wages earned in the reciprocal state.
So if you live in one state (VA or WV) and work in another state (WV or VA), you will only need to file a resident state income tax return to report all income (including your nonresident -source wages). You will not have to file a nonresident state income tax return. For example, if you live in WV and work in VA, then only file a WV resident state income return.
Since you will not have a nonresident state income tax filing, just check that you selected "no" to " Did you make money in any other states?" under the Personal Information section in TurboTax (see screenshots)
If nonresident state withholdings were taken out of your wages, you will not be able to claim a state tax credit in your resident state for these nonresident state withholdings. Instead, you will need to file a nonresident state income tax return to claim a refund.
In order to get the full refund of your nonresident state income tax withholdings, you will need to file a nonresident state return but report zero "0" income from the nonresident state (even though you do have nonresident state wage income). You need to file your nonresident state return this way because your resident state does not allow a credit for tax paid to a reciprocal state on wages, salaries and commissions. If tax was withheld by a reciprocal state, you must file directly with the state for a refund of those taxes. You must mail in this nonresident state income tax return and include your state W-2 information. You will want to include an explanatory statement with your nonresident state return stating your situation (that your nonresident state employer withheld nonresident state taxes from your wages in error).
You can get rid of a state or add a state without clearing your federal return by just deleting/adding a state from your list of states under the "State Taxes" tab.
