I filled out my federal return. line 15 through 20 of my W-2 was blank. when I moved to state return it shows that I have no income for PA. Do I need to go back to my federal and claim out-of-state income?

In the My Info section, you should enter PA as your State of Residence, and you should answer No when asked about having other state income. If you work in DC and live in any other state, you're not required to file a DC return. All your income is PA income, and taxable by PA.

If Boxes 15-20 of your W-2 are blank, your employer is not withholding PA state tax for you. If your DC employer cannot or will not withhold PA taxes, you should begin making quarterly estimated tax payments to PA.
