I live and work in Oregon, but my employer only withheld California state taxes. Do I have to pay both Oregon and California state taxes?
My employer is based in San Francisco but has an office in Oregon(where I work). I only had California states taxes withheld from my paychecks, and none for Oregon. Do I have to pay both state's taxes in full or at all?

You will fill out the Personal Info to say you only lived in OR and received no income from other states because you did not work in any other states. You will file a nonresident return in CA to get back the money your employer took out and will likely owe tax to OR. Talk to your employer about changing your withholding on the W-2 to reflect your state of residence.
