I am working on my 2017 return and the program says I must have my CA state return "unlocked" by calling Product Support. What is that number. HELP !!!

I have just downloaded my 2017 CD disc and can't unload CA return to start working it. The system says that I need to buy it again and that I must have a "Customer Support" agent "unlock" my ability to download California. I understand that I will have to mail in this return but can I use TurboTax to actually work the 2017 return and then just print it out and send it in ?
