I am 16 years old and filing in Colorado. turbo tax says I get the state tax refund. but it is only for 18 and over. how can i fix that?

While I don't see the issue in my desktop TurboTax, go ahead and check the box that you were incarcerated for 180 days or more. That turns off the TABOR refund but doesn't appear on the Colorado tax form, so don't let it bother you.

Can you please provide the exact message TurboTax is giving you in regard to the state tax refund?
