How can I have turbotax file a part year and a non-resident state return for Virginia?
I moved to Florida in October so I have to do part year Virginia for Jan-Oct. I also have rental income for Nov-Dec which according to Virginia should be filed on a non-resident return. How can I get TurboTax to create 2 state returns for the same state?

You can't.
You need to file in Virginia for 2019 as a part-year resident. You will include your rental income in your part-year resident return this year.
Next year, if do not reside in Virginia at all, you will file as a nonresident and only report your rental income then.
Per the Virginia tax web site, I am required to file a part year resident return for my time prior to moving out of Virginia. AND I must file a nonresident return for my rental income while I was no longer a resident. I must file 2 returns for the a same state
You will use the VA part year resident and allocate all VA based income on that one return. It is common for people to move and then have a little something like this. No worries, next year you can file the non-resident return.
