You enter your state estimated tax payments in the Federal section and they will flow through to your state return.

You can enter the state estimated taxes you paid by following these steps:

  1. In TurboTax, open your tax return
  2. Click on Federal in the left-hand column, then Deductions & Credits on top of the screen
  3. Scroll down to All tax breaks, locate the section named Estimates and Other Taxes Paid and click Show more
  4. Click on Start next to Estimated Tax Payments
  5. On the next page, click Start next to State estimated taxes for 2019.

Is there some sort of "update" button? I entered my estimates in the Federal, specified my state, and they are NOT flowing through to my state return (California). Thanks

No, there's no "update button".  You might want to revisit your entries to make sure you entered correctly and indicated the payments were for 2019.

I've checked this so many times and I believe it is in the right place and it does not flow through.  In fact, no matter what I do in that field, my state liability does not change. This is incredibly frustrating.
