The New Jersey tax return has no provision for a third party designee. You can't enter one because there is no place for it on the New Jersey tax return. The New Jersey tax return in TurboTax doesn't show a third party designee because the state tax return form does not have a place for it.

NJ1040 Page 1 has a “… designate … to discuss my return …” in the same block of text with “Federal extension … Do not want a paper form next year…”
so how does one get an “X” in front of it?
The check box that you are looking at says "I authorize the Division of Taxation to discuss my return and enclosures with my preparer." That means a paid preparer who prepares and signs the return, someone you paid to prepare your tax return. If you are filing your tax return yourself with TurboTax you do not have a preparer. So there is no way to check that box in TurboTax because it never applies to a TurboTax return. TurboTax cannot be used by paid preparers.

What I don't get is why a 3rd Party can be designated on the Federal and New York, but not NJ.
Perhaps this is an enhancement for future release.

It's not up to TurboTax to allow a third party designee. The New Jersey Division of Taxation does not allow it. TurboTax can't implement it if the state doesn't allow it.
The tag below your question indicates that you are using TurboTax Online. If that's true, you cannot enter a third party designee in the federal or New York tax returns either. The only way to enter it in TurboTax is in forms mode, which is available only in the CD/Download TurboTax software, not in TurboTax Online. Are you actually using the CD/Download software?
The IRS and the New York Department of Taxation and Finance allow a third-party designee, so TurboTax provides a way to enter it in those tax returns, at least in the CD/Download TurboTax software. If, in the future, the New Jersey Division of Taxation allows a third party designee, I would expect that TurboTax would allow it to be entered, as they do for the federal and New York returns. But as long as New Jersey does not allow it, there's no way for TurboTax to add it as an enhancement. The ability to have a third party designee is up to the state, not TurboTax.
