To apply your state refund to next year, enter it under

State Taxes tab

And keep continuing and stepping through the interview about a dozen or more screens and it will finally ask how much you want to apply.  It is probably one of the last questions in the state section.

Are you filing your 2023 return?  It should be at the end right before you efile.  Did you switch to Forms mode?  Open the state return and look for the line to apply it.  You can enter it there or it might open a worksheet to enter it.  If you override some fields it might not let you efile.  Or if you click on it, it might open the step by step screen.

I looked it up.  The amount you want applied goes on Illinois 1040 line 39.

Found another of my notes.

For the Desktop version this is tricky and is how it works for California….

Click on State Taxes tab and continue a couple screens to get into your state return then

Click on Show Topic List or go to Tools - Tropic List

Click on Expand All at the top

Scroll though the list and look for Miscellaneous towards the bottom of the state topics

And click on Handling of your Overpayment
