Both of the things you want to do are in the same North Carolina section. Go back to North Carolina. Edit. When you get to screenshot page, click Other situations. Click Make estimated payments. This will also have a page (see screenshot) that asks about applying your refund to 2019 taxes.

there is no option to enter my carry over refund from 2019 to apply to 2020 taxes. when I entered a credit on a different page, turbotax is using the credit to pay 2020 taxes, but there was still a remaining amount to carry over to 2021 and turbotax is not showing this at all.. turbotax is showing 0 to carry to 2021
Enter the North Carolina refund from 2019 to be applied to 2020 in Estimates and Other Taxes Paid in Deductions & Credits.
TurboTax state programs only have to option to apply the current refund to the following year.
To enter your 2019 NC refund applied to 2020 in TurboTax:
You are required to pay estimated income tax if the tax shown due on your return, reduced by your North Carolina tax withheld and allowable tax credits, is $1,000 or more regardless of the amount of income you have that is not subject to withholding.
