Having trouble with ohio tax refund

Every other year we gat back what we paid to Ohio because we live in Georgia, I'm not understanding the questions correctly to get the same results this year. it iss saying our refund is 0

Here are a few places to check:

In My Info, make sure you answer that you were "full year" residents of Georgia for both you and your spouse. 

In Wages, and the other sources of your Ohio income, make sure tax was withheld. 

Complete the Ohio state return before the Georgia return. Make sure it is a Non-Resident tax return. 

Review your Georgia return to see if credits for taxes paid to OH have been included.
