I attend graduate school in DC. I have been here since Fall of 2018 and I interned in DC in 2019. I rent in Virginia (not sure if that has any impact on the state I need to be filing with). Do I need to file as a part-year resident, full-year resident, or non-resident of DC?

What state are you a resident of? I assume you are only in DC for the purpose of school and came there from somewhere else.
The general rule is, a student is still a resident of the state he came from, where his parents (who claim him as a dependent) still live.
The 2nd general rule is ifyou happen to work in the state where your school is, you file a non resident return for that state. But, DC has a reciprocal agreement with all other states. So, you only file a resident tax return for your residence state.
