It says this when I try to efile: Tax Year 2021 transmissions are not available. What do that mean???

Some forms may not be available which can cause this message. Please see the Help Article here for State Form Availability and IRS Form Availability.

NC folks cannot E-file until 24 February.....some, perhaps spurious information, suggests it might even be 25 Feb.
